Your reactions must be better than mine.
My approach is to try and nuke one of the groups completely, then build a firebreak between the bulk of the infection and the rest of the city.
When I'm not using the bombs to knock down walls and let the zombies in that is '-)

All I can say is it's not a game for the color-blind. I can save 3500 plus pretty reliably, though.
